It proposes a law of reconciliation, which includes <strong>truth<\/strong>, <strong>justice<\/strong>, <strong>compensation of the damages<\/strong> and <strong>security of non-repetition<\/strong>.<\/p>\n<p>[\/et_pb_testimonial][\/et_pb_column][et_pb_column type=&#8221;1_2&#8243; _builder_version=&#8221;4.2.2&#8243;][et_pb_text _builder_version=&#8221;4.2.2&#8243; hover_enabled=&#8221;0&#8243;]<\/p>\n<p style=\"text-align: justify;\">A group of organizations representing the victims of the civil war again presented a proposal for a law, which the commission of the National Assembly had rejected in May 2019. This commission is in charge of making a proposal for a \u201creconciliation\u201d law, which would be presented to the legislative branch. In December 2019, \u201cThe Bureau against Impunity in El Salvador, the Management Group for a Comprehensive Reparations Law and the Pro-Historical Memory Work Commission\u201d made a statement. It alerted that the commission of the legislative branch sought to make a \u201cquick\u201d process in the elaboration of the law. And, what is worse, they did it without hearing the testimony of the victims. It means that they intentionally rejected to include the voice of the victims and their truth in the legislation process. What worries us is that this commission seeks to enact a law of \u201cimpunity,\u201d not of \u201creconciliation\u201d from the victims. We were concerned that, in January 2020, the Legislative Assembly would be sought to approve such an \u201cimpunity\u201d law.<\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">The Franciscan JPIC team has been accompanying human rights organizations. These days, we are careful that a law that favors the perpetrators is not abruptly approved before February 28, 2020, with an excuse that the term given by the Constitutional Chamber to the Legislative Assembly is for finalization. The voice of the victims was intentionally not listened to throughout this process. Moreover, they were reluctant to resume the proposed law made by human rights organizations. It offers an act of reconciliation, which includes\u00a0 <strong>truth<\/strong>,\u00a0\u00a0<strong>justice<\/strong>,\u00a0\u00a0<strong>compensation of the damages<\/strong>, and\u00a0<strong>security of non-repetition<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\"><\/span><\/p>\n<p style=\"text-align: justify;\"><span data-preserver-spaces=\"true\">In this fight for truth and justice, the JPIC commission is united to the roaring demand from the victims for righteous legislation, which leads to paths of peace, where revenge is not sought. Still, that truth, reconciliation, and justice embodied in the law allow us to rebuild this society from the care and defense of the most fragile and affected by the same political, economic and military system of the country. Rene Flores, OFM\" job_title=\"Equipo JPIC \" company_name=\"El Salvador\" portrait_url=\"http:\/\/www.ofmjpic.org\/wp-content\/uploads\/2020\/02\/rene.jpeg\" _builder_version=\"4.2.2\"]\n\nSe hace evidente que en todo este proceso no se ha querido, intencionalmente, escuchar a las v\u00edctimas, ni mucho menos, han retomado la propuesta de ley realizada por las organizaciones defensoras de DDHH, la cual propone una ley de la reconciliaci\u00f3n, que incluye: <strong>verdad, justicia, resarcir los da\u00f1os y seguridad de no repetici\u00f3n.<\/strong>\n\n[\/et_pb_testimonial][\/et_pb_column][et_pb_column type=\"1_2\" _builder_version=\"4.2.2\"][et_pb_text _builder_version=\"4.2.2\"]\n\nEn mayo del 2019, el grupo de organizaciones representantes de las v\u00edctimas de la guerra civil volvi\u00f3 a presentar una propuesta de ley, que fue desestimada por la comisi\u00f3n de la asamblea de la Rep\u00fablica, encargada de hacer una propuesta de ley de \u201creconciliaci\u00f3n\u201d, que ser\u00eda presentada al poder legislativo. Luego, en diciembre del 2019, \u201cla Mesa contra la Impunidad en El Salvador, el Grupo Gestor por una Ley Integral de Reparaciones y la Comisi\u00f3n de Trabajo Pro - Memoria Hist\u00f3rica\u201d, hicieron un comunicado, alertando que la comisi\u00f3n del poder legislativo buscaba hacer un proceso \u201cr\u00e1pido\u201d en la elaboraci\u00f3n de la ley y, lo que es peor aun, sin escuchar e incluir la verdad de las v\u00edctimas. Lo que nos preocupa es que esta comisi\u00f3n busque dictar una ley de \u201cimpunidad\u201d y no de \u201creconciliaci\u00f3n\u201d desde las v\u00edctimas. En ese momento nos preocupaba que, en enero del 2020, se buscara en la Asamblea Legislativa, aprobar dicha ley de \u201cimpunidad\u201d.\n\nEl equipo de JPIC franciscano, ha estado acompa\u00f1ando a las organizaciones defensoras de Derechos Humanos; en estos d\u00edas, estamos atentos a que no se apruebe de forma precipitada, antes del 28 de febrero del 2020, una ley que favorezca a los victimarios, con la excusa que el plazo dado por la Sala de lo Constitucional a la Asamblea Legislativa est\u00e1 por finalizar.\n\nEn esta lucha por la verdad y la justicia, la comisi\u00f3n de JPIC est\u00e1 unida al clamor de una ley desde las v\u00edctimas, que propicie caminos de paz, donde no se busque la venganza, sino que la verdad, la reconciliaci\u00f3n y la justicia plasmadas en una ley, nos permitan reconstruir esta sociedad, desde el cuidado y defensa de los m\u00e1s fr\u00e1giles y afectados por el mismo sistema pol\u00edtico, econ\u00f3mico y militar del pa\u00eds.
